Who Makes The Rules?

Gambling within the UK is regulated by the UK Gambling Commission on behalf of the government’s Department for Culture, Media and Sport and the rules under which it is regulated are set down by specific legislation.

What’s The Key Legislation?

Those rules include the legal ages for all of the different types of gambling and it is the Gambling Act 2005, passed by the then Labour government, which is the currently active and relevant piece of legislation.

What Does The Legislation Say?

The rules are set down clearly in Part 4 of the act which is entitled ‘Protection of Children and Young Persons’. The act defines children as being aged under 16 and young persons as being aged under 18.

As such, it sets down that lotteries, scratch cards and football pools are legal for those aged over 16 whilst all other forms of gambling are only legal for those aged over 18. Online betting, therefore, falls into the second category and is illegal for anyone aged under 18.

What Part 4 of the act also sets down in some detail is what constitutes illegal activity when it comes to gambling providers serving underage punters.

In the UK, level 5 on the standard scale of criminal fines is the highest possible level and does not have an upper limit, meaning that there is no defined maximum fine.

How Do Sites Check You Are Old Enough?

As strict as the penalties described above are, there is one defence against charges of serving underage gamblers which the Gambling Act 2005 also lays down. That is if the gambling provider ‘took all reasonable steps to determine the individual’s age, and…reasonably believed that the individual was not a child.’

It is for that reason, therefore, that online betting sites require customers to confirm that they are over 18 when they sign up and that they can conduct their own checks to verify a customer’s age.

Those checks often involve requesting a copy of ID documentation from the customer and limiting their account until the documentation is provided.

What Documents Sites Can Ask For:

  • The customer’s passport.
  • The customer’s photo card driving licence.
  • A household bill in the customer’s name.
  • A national ID card with the customer’s name and photograph.
  • A credit or debit card in the customer’s name or a recent statement.

Fair Grounds Picks for Race 3 — Duncan F. Kenner Stakes

This is the Duncan F. Kenner Stakes, an ungraded stakes race for four-year-olds and upward running a distance of 5-1/2 furlongs on turf for a purse of $100,000.

I agree with the morning line here, so my money is on the 7/2 favorite — Archidust, ridden by Ricardo Santa, Jr. This five-year-old moneyed 13 of his 17 career starts, winning eight of them. His most recent win was the Richard R. Scherer Memorial Stakes (Black Type) in December.

At 12/1, Went West, with Mitchell Murrill in the irons, looks very good for a value show bet. This four-year-old colt finished in the money all five of his career starts, winning three. You might even consider an across the board wager here, but I’m just recommending the show ticket.

Fair Grounds Pick for Race 9 — Marie G. Krantz Memorial Stakes

This is the Marie G. Krantz Memorial Stakes, an ungraded stakes race for fillies and mares four years old and upward running a distance of 1-1/16 miles on turf for a purse of $100,000.

I like one of the fourth-favored entries (there are four at 8/1) in this race — Room to Finish, with Adam Beschizza aboard. This six-year-old mare finished in the money 16 of her 20 career starts, winning seven.

I don’t see any of the longer-odds entries in this race that might warrant the risk of a show bet, so let’s keep our long money in our pocket for the moment.

Fair Grounds Picks for Race 10 — Louisiana Stakes

This is the Louisiana Stakes, Grade III stakes race for four-year-olds and upward running a distance of 1-1/16 miles for a purse of $125,000.

I’m sticking with the morning line here and backing the 3/1 favorite — Wells Bayou, ridden by Florent Geroux. This four-year-old colt moneyed four of his six career starts, winning three, his most recent win the Louisiana Derby (Grade II) last March, which put him into contention for a starting position in the 2020 Kentucky Derby.

The 20/1 longshot Grand Luwegee, with Colby Hernandez aboard, looks like a sound show ticket investment, This six-year-old moneyed 13 of his 21 career starts, winning six of them.

Fair Grounds Pick for Race 11 — Colonel E. R. Bradley Stakes

This is the Colonel E. R. Bradley Stakes, an ungraded stakes race for four-year-olds and upward running a distance of 1-1/16 miles on turf for a purse of $125,000.

I’m backing one of the second-favored entries (there are two at 9/2) in this race — Sailing Solo, ridden by Mitchell Murrill. This six-year-old had 12 money finishes in his 16 career starts, and he won seven of them, his last being the Mr. Steele Stakes (Black Type) in September at Gulfstream Park.

There are three 20/1 longshots in this 11-horse field, but I don’t see any of the three reaching the finish line in time for payday.

Fair Grounds Pick for Race 12 — Silverbulletday Stakes

This is the Silverbulletday Stakes, an ungraded stakes race for three-year-old fillies running a distance of one mile and 70 yards for a purse of $150,000.

Although I think this race will be a real nail-biter, I have to go with the 2/1 morning line favorite here — Sun Path, ridden by Florent Geroux. This filly moneyed all three of her career starts, winning two of them.

I don’t think any of the longer odds entries here will do much more than chase the other horses across the finish line, so no value show wager recommendation this time.

This is the Lecomte Stakes, a Grade III stakes race for three-year-olds running a distance of 1-1/16 miles for a purse of $200,000.

I like one of the third-favored entries (there are three at 6/1) in this race — Proxy, with Mitchell Murrill in the irons. This colt moneyed all three of his career starts, winning two.

There are plenty of longshots in this race, but the one I like for a value show ticket is the 20/1 Red N Wild, ridden by Declan Carroll. This colt moneyed five of his six career starts, winning two.
